INTRODUCTION

This position is categorized as “Open to Agency Only”; this position is only open to current UConn NP-2 employees.

UConn’s Facilities Operations Department has a job opening for a Maintenance Supervisor 1 – HVACR position within the HVACR Shop.  This is a permanent, full-time, 1st shift position, with a work schedule of Monday – Friday, 7:00 a.m. - 3:00 p.m., 37.50 hours per week with an unpaid half an hour for lunch.  The hourly rate of pay for current NP-2 employees is calculated based on current salary/step. 

This position is categorized as Emergency Support Services/Essential Staff.  Must be willing to work during emergency closures/delayed openings due to inclement weather or for significant events that affect campus operations.  Applicants must also be willing to respond to emergencies on overtime (nights, weekends, holidays and weather/storm related events).

Please note that Facilities Operations NP-2 employees may also be required to perform job duties as assigned at any of the Regional Campuses. 

Additionally, this position may require participation in the Weekly On-Call Rotation Schedule; when assigned to the on-call rotation, the assigned cell phone must be carried, and calls must be responded to during the on-call assignment within 15 minutes.

Selection Plan:

This position is categorized as “Open to Agency Only”.   Current, qualified UConn NP-2 employees will be considered for this position.  This position requires considerable knowledge of modern methods and equipment involved in the HVACR trade.

A current State of Connecticut Heating, Piping, Cooling license and a current “universal” certificate for refrigerant transition and recovery are required and must be retained throughout employment with the University. 

A current motor vehicle operator license is required and must be retained throughout employment with the University.

EXAMPLES OF DUTIES

At UConn, the Maintenance Supervisor 1 – HVACR (MS1 – HVACR) position for the Facilities Operations HVACR Shop reports to the MS2 – HVACR supervisor, assists the MS2 – HVACR with the following job duties and performs these job duties independently in the MS2 – HVACR’s absence; this position also acts as a working supervisor and instructs staff as an “expert” in the HVACR trade; the MS1 - HVACR may also be required to perform the more technical tasks of the trade:  responsible for leading and supervising highly skilled trades workers and apprentices in the repair and maintenance of HVACR systems; coordinating the daily work assignments of the HVACR Shop; overseeing the purchase of tools and materials for all jobs and projects; maintaining work schedules, job assignments and time records; maintaining employee records and handling disciplinary issues as required; completing service ratings, completing overtime equalization rosters, serving on hiring teams as a search committee member, overseeing areas of the high pressure hot water and steam systems and cooling systems on campus; working with the Utilities, Plumbing and Energy Management Shops to ensure shared equipment is operating appropriately; reading and interpreting mechanical blueprints for building heating and cooling systems; inspecting jobs for quality, as an “expert” in HVACR code requirements;  bringing in and overseeing HVACR contractors when needed to upgrade and install heating and cooling systems; working with engineering groups to plan upgrades and expansions of systems to accommodate growth of the campus; overseeing the estimating of projects and helping to set up assistance from other trade shops as needed; working with customers to determine work schedules, deciding when work can be done most efficiently, utilizing contractors when needed; assisting the management team in setting up budgets and long range goal planning; attending project meetings and making recommendations as to what standards for materials should be, along with determining the best method to carry out projects; monitoring cost tracking of projects to meet estimated cost; working with EHS to maintain safe and code compliant HVACR systems and work programs; working with the Business Service Center to schedule EHS and UConn training for the HVACR Shop which includes but is not limited to:  Continuing Education, Code, Asbestos Awareness, Confined Space, Lockout/Tag out, Mold Awareness, and Respiratory Protection & Fit Testing; responding to emergency heating and cooling failures outside of regular work hours as required.

  • Schedules, assigns, oversees and reviews the work of staff; 
  • Provides staff training and assistance; 
  • Conducts performance evaluations; 
  • Determines priorities and plans crew work; 
  • Establishes and maintains crew procedures; 
  • Develops or makes recommendations on the development of policies and standards; 
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

  • Five (5) years of experience in the trade area indicated by the parenthetical title.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

  • Two (2) years of the General Experience must have included performing highly skilled duties in the trade area indicated by the parenthetical title.
  • NOTE: For state employees this experience is interpreted at the level of a Qualified Craft Worker.

SPECIAL REQUIREMENTS

  1. Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications including possession and retention of a license as an Unlimited Journeyperson in the trade area indicated by the parenthetical title.
  2. Incumbents in this class may be required to travel.
  3. Applicant must have a current State of Connecticut Heating, Piping or Cooling license.
  4. Applicant must have a current “universal” certificate for refrigerant transition and recovery.
  5. Incumbents must possess and retain a current motor vehicle operator license throughout employment with the University. 

PREFERRED QUALIFICATIONS

  1. Experience serving in a leadership capacity that includes demonstrated experience in the supervision of employees serving in a wide range of skilled job classifications such as Student Labor Apprentices, Skilled Trades Apprentices and Quality Craft Workers (QCW’s).
  2. A State of Connecticut active S-1 or S-2 license.
  3. Eight years of HVACR trade experience.
  4. Experience working with Plumbing, Utilities and Energy Management trade supervisors within the department to demonstrate knowledge, skill and ability in ensuring that shared equipment and systems are operating appropriately.
  5. Knowledge and experience in automated control systems for building subsystems.
  6. Experience communicating effectively through both verbal and written methods.
  7. Experience using computer software such as AiM, HuskyBuy, Microsoft Excel, Word, Outlook, and/or Kuali Financial System (KFS).
  8. Demonstrated experience in the use of computerized maintenance management software (CMMS) including the use in the automation of such functions as service request/work order processing and work scheduling.
  9. Experience using an I-Pad or similar technology.
  10. Experience serving as a job search committee member to evaluate application materials and conduct interviews.
  11. Demonstrated experience in completing employee work performance evaluations.
  12. Experience completing purchasing related tasks such as obtaining price quotes, reviewing and approving invoices and/or participation in writing RFP’s (Request for Proposal) in the HVACR field of work.
  13. Knowledge of the management and removal of regulated materials such as asbestos, mold, lead and PCBs, as well as knowledge of applicable laws, regulations, nationally recognized standards and guidelines, as related to occupational safety and health.
  14. Familiarity with Connecticut Public Health Code Regulations and Connecticut DEEP Regulations.
  15. Knowledgeable of the NP-2 contract and University policies and procedures.
  16. Experience working with the university payroll system CORE-CT.
  17. Experience working extended hours for HVACR related emergencies.

PHYSICAL REQUIREMENTS

  1. Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
  2. A physical examination may be required.
  3. Incumbents in this class will be required to drive and operate motor vehicles, including, but not limited to vans, box trucks, and pick-up trucks ranging in size from compact, midsize, full-size, and heavy-duty, some of which are equipped with lift gates.
  4. Incumbents must have adequate physical strength and agility to walk up and down stairs frequently and climb ladders independently. Must be able to lift, carry and push material weighing up to 75 lbs. Must have the ability to utilize ladders, scaffolding, high-lifts and enter confined spaces. Must be able to inspect, troubleshoot and repair equipment that is part of a wide range of heating, cooling and mechanical systems.  Incumbents must possess the ability to utilize tools, perform the required duties set forth above and will be required to wear personal protective equipment (PPE) when necessary.

WORKING CONDITIONS

  • Incumbents in this class may be required to lift moderate to heavy weights; may be exposed to extreme weather conditions and to risk of injury from equipment.
  • The appointing authority may require completion of an asbestos removal program consistent with EPA guidelines for operations and maintenance during employment in this class. Incumbents may be required to use protective equipment such as respirators and safety goggles.
