JOB SUMMARY

The Connecticut Transportation Institute (CTI) at the University of Connecticut is seeking an IT Manager/Database Administrator (DBA) to oversee the technical infrastructure, databases, and data management processes related to transportation crash data collection and analysis. The ideal candidate will ensure the seamless operation of the IT infrastructure, manage the database systems, and provide technical support to the research team. This role will involve both IT management and database administration duties to support data-driven decision-making and research within the transportation safety domain.

DUTIES AND RESPONSIBILITIES

  • Oversee and manage the IT infrastructure supporting transportation crash data collection and analysis, ensuring system stability, scalability, and security.
  • Administer, optimize, and maintain databases used to store and process large volumes of transportation crash data (SQL and geospatial databases).
  • Collaborate with software developers and researchers to design, implement, and improve database schemas, data storage, SFTP protocols, advanced PDF data collection tools, and access models.
  • Manage database backups, disaster recovery procedures, and ensure high availability of critical systems.
  • Troubleshoot and resolve technical issues related to the database systems, including performance tuning, data integrity, and security issues.
  • Develop and enforce data security policies and ensure compliance with university and industry data privacy regulations.
  • Ensure that data storage solutions are compliant with federal, state, and institutional policies related to data governance and privacy.
  • Support the integration of various data sources (e.g., real-time data collection, external data feeds) into the database systems.
  • Provide database support for data analysis workflows, including query optimization and troubleshooting for research teams.
  • Monitor system performance and resource usage, proactively addressing potential bottlenecks and issues.
  • Manage user access, roles, and permissions within database systems, ensuring that only authorized users can access sensitive data.
  • Train and support team members in database best practices, security protocols, and efficient use of IT systems.
  • Collaborate with other university departments (e.g., Information Technology Services) to ensure consistent infrastructure, software updates, and integrations.
  • Oversee the management of virtual machines, servers, and cloud infrastructure to support data-driven applications and research tools.
  • Stay up to date with emerging IT technologies and best practices to improve database performance, security, and scalability.

MINIMUM QUALIFICATIONS

  • Bachelor's degree in Computer Science, Information Technology, Database Management, or a related field.
  • Minimum of 5 years of experience in IT management or database administration, with a focus on managing large-scale database systems.
  • Knowledge of or experience with relational and non-relational databases (e.g., SQL, AZURE SQL: SAAS, and SQL Server) and geospatial databases.
  • Experience with scripting and automation tools (e.g., Python, SQL, FME) to manage database operations and system administration tasks.
  • Knowledge of web services, APIs, and integration techniques to support data exchange between systems.
  • Ability to troubleshoot and resolve complex database issues in a timely manner.
  • Communication skills and the ability to explain technical concepts to non-technical stakeholders.
  • Organizational and time-management skills, with the ability to prioritize and manage multiple tasks in a fast-paced environment.

PREFERRED QUALIFICATIONS

  • Master's degree in Computer Science, Information Technology, Database Management, or a related field.
  • Experience with database performance tuning, backup strategies, and disaster recovery planning.
  • Knowledge of or experience with data security and privacy regulations, including encryption, access controls, and compliance frameworks.
  • Experience with GIS (Geographic Information Systems) and geospatial data management.
  • Familiarity with transportation data, crash data analysis methodologies, and safety systems.
  • Knowledge of DevOps practices and continuous integration/continuous deployment (CI/CD) pipelines.
  • Experience with version control systems like Git and Agile development methodologies.

APPOINTMENT TERMS

This is a full-time, grant-funded, 12-month position. This position is subject to annual renewal, contingent on satisfactory performance and budget funding. The starting salary consideration is $110,000.
