JOB SUMMARY

The University of Connecticut Payroll Department seeks applicants for a full-time Assistant Director position. This position supports management in overseeing the production of the biweekly payroll, ensuring all employees are paid in a timely and accurate manner in accordance with federal and state laws, collective bargaining agreements, University policies, and procedures set by the State Comptroller. The Assistant Director oversees assigned Payroll staff members involved with managing various payrolls and technical operations, including the development and maintenance of new and existing initiatives designed to improve payroll processes, and participates in the development and implementation of short and long-term goals, objectives and strategic initiatives.

DUTIES AND RESPONSIBILITIES

  • Oversees the production of the biweekly payroll, ensuring compliance with complex wage and hour laws; employment laws; Internal Revenue Code, Code of Federal Regulations and other Internal Revenue Service regulations; collective bargaining agreements; policies and procedures; and applicable state regulations. 
  • Assists the Director in the evaluation, development, and implementation of policies and procedures for the Payroll Department, which are consistent with university policies and procedures, and satisfy federal and state compliance requirements.
  • Provides advanced level analytical and functional leadership of the Payroll Department’s systems, applications, and day-to-day operations.
  • Directs the activities of staff and is responsible for hiring, supervising, and evaluating staff members; trains, mentors, and empowers direct reports; assists in ensuring that all internal personnel matters are properly managed within the guidelines of collective bargaining agreements and University policies.
  • Works closely with Core-CT, OSC, and DAS teams to improve and streamline HR and Payroll operations. Serves as the primary point of contact for testing, upgrades, and new functionality.
  • Advises and provides consultation to University administrators, faculty, staff, and business partners regarding a variety of complex payroll-related issues. 
  • Serves as a key business partner to colleagues in HR, Labor Relations, Provost’s Office, and other central fiscal and administrative units to resolve complex business issues; recommends solutions and best practices that fit within the constraints of business systems and resources at the University. 
  • Assists the Director and provides leadership in the development, implementation, and maintenance of new and existing strategic initiatives and special projects designed to improve payroll processes and reporting capabilities throughout the University.
  • Performs related duties, as required.

MINIMUM QUALIFICATIONS

  1. Bachelor's degree in business administration or related field, and seven to ten years of payroll operations experience in progressively responsible positions. 
  2. Functional experience with complex human resources and payroll management information systems and reporting tools.
  3. Knowledge of collective bargaining issues related to payroll processes.
  4. Experience communicating effectively through both written and verbal means. 
  5. Demonstrated public speaking, collaboration, and interpersonal skills. 
  6. Experience with direct supervision of staff. 
  7. Experience providing customer service. 

PREFERRED QUALIFICATIONS

  1. Experience working in higher education. 
  2. Experience with PeopleSoft HRMS. 
  3. Experience in data processing development, systems analysis, and information management. 
  4. Demonstrable leadership, motivation, initiative, and independence. 
  5. Three or more years of demonstrated managerial and supervisory experience.
