Introduction
UConn’s Facilities Operations Department has a job opening for one Mail Handler position. This is a permanent, full-time position, Monday – Friday 8:00 a.m. to 4:00 p.m., 37.5 hours per week with an unpaid half an hour for lunch. This position reports to the Mail Services Supervisor. The hourly rate will be determined at the time of the job offer based on the employee’s current job classification and step and is non-negotiable.
This position is categorized as Emergency Support Services/Essential Staff. Must be willing to work during emergency closures/delayed openings due to inclement weather or for significant events that affect campus operations. Applicants must also be willing to work non-premium holidays.
Selection Plan
This position is categorized as “Open Only to Current NP-2 Employees at UConn and Current NP-2 Employees at other State Agencies”. Current, qualified UConn NP-2 employees will be given preference in the hiring process.
Applicants must possess and retain a current motor vehicle operator license throughout employment with the University.
Applicants are required to indicate on their application (under the Licenses and Professional Certification section of the application) their CT Driver’s License number, including the date issued and expiration date. If selected for an interview a copy of the driver’s license will be requested. Instructions for submitting a copy of the driver's license will be provided during the interview process.
A pre-employment physical will be required that will include a functional capacity exam; the job offer will be contingent upon the successful completion of the pre-employment physical. The pre-employment physical will be a requirement for the UConn NP-2 candidate, or other State Agency NP-2 candidate, selected for the position.

Examples of Duties at UConn
At UConn, Mail Handlers are required to lift mail bags and packages that range from 30 lbs. to 70 lbs. each and on average may carry/deliver 60 to 100 mail bags and packages each day. This position requires employees to be on their feet for the majority of the 7.5-hour work day and also requires a significant amount of walking from the mail truck to the numerous buildings on campus; in most cases, employees are required to carry mail bags and packages between 50’ and 100’ from the location where the mail truck is parked to the building where the mail is being delivered to. Campus mail routes are established, and mail is delivered each day regardless of the weather conditions. This position may supervise student employees.
Other Examples of Duties
- Sorts, distributes, and routes incoming and interoffice mail;
- Operates automatic postage application equipment, mail inserters, and weight scales;
- Weighs and stamps postage, franked, or metered mail;
- Drives state vehicles in the delivery of United States and interagency mail;
- Picks up and delivers mail at United States Post Offices;
- Signs for insured, certified, registered, and special delivery mail;
- Updates and maintains records;
- Schedules vehicle maintenance;
- Provides postal service assistance to customers;
- May maintain daily cash records;
- Performs related duties as required.

Minimum Qualifications - General Experience
- One (1) year of experience in a mail service or postal operation involving the operation and maintenance of mail service equipment.
Special Requirements
- Incumbents in this class may be required by the appointing authority to possess appropriate current licenses, permits and/or certifications.
- Incumbents in this class may be required to travel.
- Applicants must have a current motor vehicle operator license.

- QUALIFIED UCONN NP-2 EMPLOYEE: Qualified UConn NP-2 employees have contractual rights to the position over NP-2 employees at other State Agencies and will be categorized as “interview”; qualified NP-2 employees from other State Agencies will be categorized as “qualified” and their status will only be updated to “interview” if the position is not successfully filled by a UConn NP-2 employee.

Physical Requirements
- Incumbents in this class must have adequate physical strength, stamina, physical agility, and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
- A physical examination may be required.
- Incumbents in this class will be required to drive and operate motor vehicles, including, but not limited to vans, box trucks, and pick-up trucks ranging in size from compact, midsize, full-size, and heavy-duty, some of which are equipped with lift gates.
- Incumbents must have adequate physical strength and agility to walk up and down stairs frequently and push material weighing up to 70 lbs.
Working Conditions
- Incumbents in this class may be required to lift moderate to heavy weights.
